Red Flag Days Now Close Point Mugu's Trails. Camarillo's Closer Trails Run on Different Rules.

As of October 15, a single National Weather Service red flag warning can close the trails at Point Mugu State Park, Rancho Sierra Vista, Circle X Ranch and Sandstone Peak on the same day, under one set of rules. California State Parks, the National Park Service, the Santa Monica Mountains Conservancy and the Mountains Recreation and Conservation Authority used their new coordinated closure protocol for the first time during the October 15 to 17 Santa Ana event.

For Camarillo, the protocol stops at the edge of the Santa Monica Mountains. Wildwood and Hill Canyon are run by the Conejo Open Space Conservation Agency, which has its own closure rule. Camarillo Grove Park belongs to the Pleasant Valley Recreation & Park District, and its park page lists no red flag rule. So on a windy fall morning, the first question is which agency manages the trailhead you're heading to.

One forecast, four agencies, one call per day

The agencies signed the protocol on March 12, 2026, under the 2025 to 2030 cooperative agreement that covers the Santa Monica Mountains. They announced it publicly on October 14, the day before the first Santa Ana winds of the season were expected. Closures are triggered by red flag forecasts from the National Weather Service Los Angeles/Oxnard office, and park superintendents decide which sites close based on how far each forecast reaches.

Three parts of the rule matter most if you're planning a hike. The agencies decide every day and announce closures the day before when they can. If a warning covers only part of a day, the park stays closed for the entire day. And not every closed area will be signed or gated. A trailhead with no gate across it on a red flag day may still be closed.

A spokesperson for the Mountains Recreation and Conservation Authority, Dash Stolarz, told the Los Angeles Times that hikers should expect more park and trail closures during red flag events than they saw before. The protocol also standardizes the wording on the signs:

"Park Closed due to Red Flag Warning."

What closes at Point Mugu, and what can stay reachable

The protocol memo lists Point Mugu State Park among the potentially affected State Parks sites. It also lists these National Park Service sites within a short drive of Camarillo: Rancho Sierra Vista, Circle X Ranch, Cheeseboro / Palo Comado, the Sandstone Peak / Mishe Mokwa parking lots and trails, and the Backbone Trail, including its parking lot on Kanan Road.

The memo sorts park facilities into two groups.

  • Closed or canceled: trails, undeveloped and backcountry areas, National Park Service parking lots, visitor centers, events and programs, volunteer events, school field trips, and, at a superintendent's discretion, permitted activities
  • Open and accessible: roads unless behind a locked gate, California State Parks developed parking lots, roadside overlooks unless signed, and campgrounds, where standard evacuation and hazard communications stay in effect

The memo also says beach sites "are generally not subject to closure under this protocol unless specific hazards warrant restrictions." That matters at Point Mugu, which has trails and beaches in the same park. The State Parks page for Point Mugu lists day-use parking hours for Sycamore Cove, La Jolla Canyon and Mugu Beach. La Jolla Canyon is a trail area, so it falls under the closure rules. Sycamore Cove and Mugu Beach are beach areas, which the memo generally exempts, though conditions on any given day can change that.

The Ventura County Star listed Point Mugu State Park among the parks and trails announced as closed for October 15 and 16. It added that some campgrounds and other facilities might stay open and told readers to check with each agency. One Point Mugu restriction has nothing to do with wind. Thornhill Broome Campground has been closed since October 8 because of high tide.

The trailheads closest to town answer to other agencies

California State Parks and the National Park Service, two of the protocol's four signatories, run the big mountain parks. Several trails closer to Camarillo are run by agencies that didn't sign the protocol. Here is who runs what, and what each agency's own page says about red flag days.

Where Managed by Red flag rule on the agency's own page
Point Mugu State Park trails, including La Jolla Canyon California State Parks Covered by the joint protocol
Rancho Sierra Vista, Circle X Ranch, Sandstone Peak National Park Service Covered by the joint protocol
Wildwood, Hill Canyon, Conejo Canyons, Los Robles Conejo Open Space Conservation Agency Trails "may also be closed" in red flag weather
Camarillo Grove Park trail and Nature Center Pleasant Valley Recreation & Park District No red flag rule stated
Linda Parks Park, Santa Rosa Valley Park Ventura County Parks No red flag rule on the parks homepage; the county fire department says the Park District "may initiate additional protection measures"

COSCA uses its own wind numbers

The Conejo Open Space Conservation Agency's closures page says its trails "may also be closed during 'Red Flag' fire weather." It also lists other conditions under which a closure "may also become necessary," including winds sustained over 30 mph or gusts over 45 mph. The same page lists warning signs of fire weather: east winds of 25 mph or more, gusts of 35 mph or more, relative humidity at or below 15 percent, and lots of dry vegetation. These are indicators, not automatic triggers.

On a red flag day the joint protocol sets one shared rule for Point Mugu and Rancho Sierra Vista. COSCA's page says only that its trails may close, so a red flag warning there doesn't automatically mean a closure. The agency also closes trails for maintenance. A Los Robles Trail repair near Ventu Park Fire Road closed the through-route between the Spring Canyon and Rosewood trails from September 21 to October 5, though hikers could still go out and back as far as the work zone. That repair is finished, and the same closures page is the place to check before a Wildwood or Hill Canyon outing.

Camarillo Grove, the Calleguas Creek path and county parks

Camarillo Grove Park is at 6968 E. Camarillo Springs Road. Its Pleasant Valley Recreation & Park District page lists it as open daily from dawn to dusk, with a Nature Center and a hiking trail. The Nature Center is open during normal park hours unless a program or event is using it. The page says nothing about red flag, high-wind or fire-weather closures. This month the district held "Trail or Treat" at the Nature Center, where kids walked the Camarillo Grove Trail and answered nature questions along the way. The trail is short enough to suit families with young kids.

During the October 15 to 17 wind event, the City of Camarillo posted a strong-wind notice on its homepage. The notice pointed residents to VC Emergency and gave cooling-center information, and it didn't say any city trails or open space would close. The city's GIS maps page shows Calleguas Creek among the city's off-street routes. If you'd rather ride than hike, VCTC updated its countywide Bikeways Map in 2026. Printed copies are available at local bike shops and events, or by request.

For county parks, the Ventura County Fire Department's red flag page says the Park District and other agencies are notified during a warning and "may initiate additional protection measures." It also says that in extreme heat or wind, public events may close and fire closures may be issued on public property. Ventura County Parks lists Linda Parks Park in Camarillo and Santa Rosa Valley Park nearby.

None of these places is on the joint protocol's list. That doesn't make them guaranteed to be open on a red flag day. It means a different agency makes the decision, so check that agency directly.

A night-before routine for windy weekends

Closures are usually announced the day before, and a partial-day warning closes the whole day. That makes the evening before the best time to check.

  1. Read the National Weather Service Los Angeles/Oxnard fire weather forecast. It's the forecast that triggers the joint protocol.
  2. For Rancho Sierra Vista, Circle X or Sandstone Peak, check the Santa Monica Mountains conditions page, which posted the October 15 to 17 closure.
  3. For La Jolla Canyon or Sycamore Cove, check the Point Mugu State Park page. The park also has a Halloween Celebration listed for October 31.
  4. For Wildwood, Hill Canyon or Los Robles, check the COSCA trail closures page.
  5. For Camarillo Grove, check with the Pleasant Valley Recreation & Park District before you go.

If a closure is announced, pick a place run by a different agency instead of hoping the gate is open. The State Parks release asks visitors to postpone hiking, mountain biking, horseback riding and picnicking in closed areas until conditions improve.
